MOE Kindergartens in Singapore: How a Place Is Allocated, and What It Costs

A process guide rather than a comparison. The registration window, the four priority orders quoted as MOE publishes them, the 500m and 1km ballot bands, the full cost once wrap-around care is added, the Early Years Centre route that decides it years earlier — and a locator covering 57 register entries from ECDA's register.

Every quoted sentence was read from MOE’s own published pages on 22 September 2026 and is recorded with its URL and the page’s own last-updated date; every count, district, figure and record date was derived at run time from ECDA’s published register, retained as a dated snapshot. An MOE Kindergarten place is not bought, chosen or booked. It is applied for once a year, in a window of a few days, and where more children apply than there are places the outcome is settled by a ballot whose tie-break is measured in metres from your front door. This page is about that process: how a place is allocated, what it costs once wrap-around care is added, and whether the result covers a working day.

It is not a comparison, because there is nothing here to compare. Of the 10 register fields that might tell these kindergartens apart, 7 carry the identical value on every entry and 2 more are blank on all of them — a gap in what ECDA discloses rather than a fact about the kindergartens, and counted separately here for that reason. 226 of the 228 Singapore Citizen fee rows carry the same figure. Nothing on this page ranks, scores or recommends one MOE Kindergarten over another, and no published field would support it if it tried.

What an MOE Kindergarten is, and what it is not

MOE Kindergartens are run by the Ministry of Education rather than by a licensed operator, and they exist only at the two kindergarten years. ECDA's register bears the shape of that out: across all 57 register entries, the levels recorded are Kindergarten 1 (5 yrs old) and Kindergarten 2 (6 yrs old) and nothing below them; the licence recorded is Class C (Kindergarten) and nothing else; and the citizenships priced are Singapore Citizen and Singapore Permanent Resident. A family with a child under five cannot use an MOE Kindergarten at all, and a family that is neither Citizen nor Permanent Resident does not appear in its pricing at any level — MOE's published route for that last group is narrow and conditional: “If you are a Singapore Citizen (SC) parent with a child who is an international student, your child may be considered for admission if there are vacancies remaining in the MK after all SC and Permanent Resident (PR) children have been admitted. Admission is not guaranteed due to limited vacancies.”

The programme itself is half a day. MOE publishes it as “We offer 4-hour K1 and K2 programmes. You can choose from the following options: Morning session (8am to 12pm); Afternoon session (1pm to 5pm)” Everything below follows from that: four hours is not a working day, so the cost has two lines rather than one. Worth knowing before citing it — one MOE page carries those session times and no other does, and that page prints no last-updated date of its own.

Almost all of them sit inside a primary school. 54 of the 57 register entries carry the words “primary school” in the address ECDA publishes; the exceptions are MOE KINDERGARTEN @ PUNGGOL VIEW and MOE Kindergarten @ Northshore. That is not incidental: it is written into the admission rules, where a sibling at the host primary school counts toward priority.

What an MOE Kindergarten is not is a substitute for full-day childcare. Half a day, two year-groups, Citizens and Permanent Residents only, entered through an annual exercise rather than by ringing a centre with a place. That is why these kindergartens sit apart from the preschool comparison rather than inside it: putting a four-hour fee beside a twelve-hour one would set two things side by side that are not the same purchase.

How a place is allocated: the window, the priority orders and the ballot

Registration is a single national exercise with a fixed window, not rolling enrolment. For the intake this page was built against, MOE published it as “Online Open Admissions (OA) and Early Years Centre (EYC) registration for 2027 K1 admissions will open from 9am on Monday, 23 March 2026 and close at 4.30 pm on Tuesday, 31 March 2026.” The outcome follows by email — “You will be notified of the registration outcome via email by Monday, 1 June 2026.” — and an offer has to be taken up: “If your child is offered a place at an MK, you must submit the Online Admission Acceptance Form by the specified deadline to indicate your response to the MK offer.” That window had already closed when the page was read on 22 September 2026, almost six months earlier. MOE's registration section had not been rolled forward to a new cycle at that date. MOE has published no opening or closing date for the next exercise as at 22 September 2026, and none is projected here. The only forward-looking statement located is a press release of January 2024, which says “Registration for K1 admission in 2028 to an MK will take place in February 2027 (tentative), and be open to Singapore Citizen and Permanent Resident children born between 2 January 2023 and 1 January 2024 (both dates inclusive). Details on the MK Registration Exercise for K1 admission in 2028 will be released in early 2027.” MOE marked the month tentative and the exercise actually held in 2026 ran in March, so it is recorded here and not relied on.

There are two ways in: “SCs and PRs can register through either Open Admissions (OA) or Early Years Centre (EYC) registration.” — an open route anyone eligible may use, and a separate route for a child already at a partner Early Years Centre. Eligibility for the open route is a single birth window: “OA registration for 2027 K1 admissions is open to SC and PR children who are: Born between 2 January 2022 and 1 January 2023 (both dates inclusive); and are Either not enrolled in any partner EYCs, or currently enrolled in an EYC but choose to register in a non-partner MK.”

The four priority orders, as MOE publishes them

Applications are not treated alike. “Places for children registering via Open Admissions (OA) will be allocated based on this admission priority order:” They are quoted exactly as MOE writes them, because a paraphrase of an eligibility rule is how a family ends up in the wrong queue.

  • Priority Order 1. “MOE will reserve one-third of places for Singapore Citizen (SC) children from households with Gross Household Income (GHI) not exceeding $4,500 per month or Per Capita Income (PCI) not exceeding $1,125 per month, who live within 1km of the kindergarten.”
  • Priority Order 2. “SC and Permanent Resident (PR) children who have siblings studying in K1 - P6 in the MOE Kindergarten (MK) / primary school in the year of registration.”
  • Priority Order 3. “All SC children*”
  • Priority Order 4. “All PR children*”

MOE footnotes the asterisks in the last two: “*Children whose parent is a staff member of the MK or primary school will be considered first.” MOE attaches the staff-child asterisk to Priority Orders 3 and 4 only. Whether staff priority also operates inside Priority Orders 1 and 2 is not stated on the page. Two things repay a second reading. The first order is not simply an income test: it reserves a fixed share of places and pairs the income condition with a distance condition, so a household can meet the income test and fall outside the order on geography alone. The second turns on a sibling at the kindergarten or at the primary school it sits inside, which, with 54 of the 57 register entries inside one, is a far wider gate than it first reads as.

What happens when more children apply than there are places

Within a priority order, demand is resolved by ballot: “Balloting is conducted when there are more applicants than vacancies at the MK. It takes into consideration citizenship (where applicable) and the distance between your home and the MK in the following order:”

  • Band 1. “Children living within 500m of the MK.”
  • Band 2. “Children living between 500m and 1km of the MK.”
  • Band 3. “Children living 1km or more from the MK.”

That is the most consequential rule here for anyone still deciding where to live, and it is why the reference list below is organised by geography — distance is the only variable in the process a family can act on. It is also why this page does not say which kindergartens are hard to get into: the band you fall into is a fact about your address, not about the kindergarten.

On scale MOE publishes a ceiling rather than an average — “An MK will generally take up to about 140 children.” — which is not a published capacity for any particular kindergarten and is not treated here as one.

Two practical points sit in MOE's FAQ collection rather than on the registration pages, which is not where a parent would look. On how many kindergartens you may name: “You can only register your SC or PR child at one MK. For any amendments to the submitted registration details (including registering for a different MK), you will need to submit a new application. If you have submitted multiple applications, we will only consider the latest application received within the stipulated MK registration period.” On what follows an unsuccessful application: “If you are keen to place your child on the waitlist, contact your preferred MK directly. The waitlist will be considered on a case-by-case basis, subject to available vacancies. The MK will contact you directly, should a vacancy arise for your child.” MOE describes no fallback placement for an unsuccessful MOE Kindergarten applicant. The only route stated is a parent-initiated waitlist at the kindergarten itself, considered case by case. This differs from Primary 1, where MOE does reassign. Nothing happens unless a parent starts it, which is worth knowing before the outcome email rather than after it.

What it costs, and why two governments publish two different figures

MOE publishes the programme fee as “The monthly fee for MK in 2026 is: $160 for Singapore Citizens. $320 for Singapore Permanent Residents.” With a qualification: “Fees are also payable during the June and December holidays.” It is a monthly fee for the year, not for the months a kindergarten is in session.

ECDA's register publishes a different number for the same programme. Across the 456 fee rows these 57 register entries carry, 226 of the 228 Singapore Citizen rows read $146.79 and 223 of the 228 Permanent Resident rows read $293.58. Neither is wrong; they are the same fee on two bases, and the arithmetic joining them is worth doing rather than asserting:

  • $146.79 × 1.09 = $160. ECDA's published Singapore Citizen figure, plus 9% GST, is MOE's published Singapore Citizen figure.
  • $293.58 × 1.09 = $320. The same arithmetic on the Permanent Resident figure gives MOE's Permanent Resident figure.
  • ECDA says so itself, on some rows. ECDA's remarks column carries the wording “Note that fees are $160 WITH GST” against 23 of the 57 register entries. The other 34 carry the same figures with no remark at all, so the explanation is present on fewer than half the entries it explains.
  • MOE does not corroborate it. MOE’s own pages do not state whether its monthly figure includes GST. The GST reading here comes from ECDA’s register and arithmetic on it, and is not attributed to MOE.

A figure without its basis is a false one, not an incomplete one, and 9% moves a number enough to make two identical fees look different — so every figure here travels with the whole unit it belongs to. One worked example, taken in the order the reference list happens to fall rather than by any choice of ours: ECDA publishes for MOE KINDERGARTEN @ ALEXANDRA, centre code KM0045, $146.79 per month, as published by ECDA, for a Singapore Citizen child, Class C (Kindergarten), Session 1, Kindergarten 1 (5 yrs old) — gross, before any fee assistance; ECDA records this kindergarten as GST-registered. ECDA record updated 14 September 2026. The register is not perfectly uniform. MOE KINDERGARTEN @ GONGSHANG publishes $148.15 on 2 of its Singapore Citizen rows rather than $146.79 — which with 9% GST comes to $161.48, not the $160 its own ECDA remark names (“Note that fees are $160 WITH GST”). ECDA record updated 3 March 2026. MOE KINDERGARTEN @ ANGSANA publishes $296.30 on 4 of its Permanent Resident rows rather than $293.58, ECDA record updated 14 September 2026. MOE KINDERGARTEN @ YISHUN publishes $291.58 on 1 of its Permanent Resident rows rather than $293.58, ECDA record updated 14 September 2026. None is presented as a different price a family would pay; they are what ECDA publishes, dated, and worth confirming with the kindergarten rather than with this page.

Fee assistance exists and is not run by MOE. “If your child is a Singapore Citizen, they may qualify for financial assistance under the Kindergarten Fee Assistance Scheme (KiFAS). KiFAS is provided by the Early Childhood Development Agency (ECDA) and applies only to MK school fees.” No KiFAS amount, income band or tier table is published on MOE's site. The only pointer is a link that leaves MOE entirely, to ECDA's subsidies page. No figure is established here. What a household actually pays therefore cannot be computed here, and no post-assistance figure appears anywhere on this page, because there is no household such a figure would describe. One change is announced: “As mentioned in PM's 2026 Budget Speech, the income eligibility of preschool subsidies will be raised from 1 January 2027. More information will be shared by the Ministry of Social and Family Development (MSF) in due course.”

KCare, and whether this works for two working parents

A four-hour session does not cover a working day, and MOE's answer is a separate paid service. “KCare is a care service available in all MKs.” More precisely: “Kindergarten Care (KCare) is available at all MOE Kindergartens (MK) for parents who require a full-day service for their children who are enrolled in MK.”

Hours are “KCare operates from Monday to Friday, till 7pm, including school holidays.” — the school-holiday coverage being the part that usually decides whether an arrangement works. MOE publishes a closing time for KCare and no opening time, so how long a KCare day runs is not established from what MOE publishes. Closures: “It is closed on public holidays, Teachers' Day, Children's Day and up to 6 additional days each year.” That last clause is the one to plan around: six discretionary days is more than a working week for a household with no fallback.

On price MOE publishes a ceiling rather than a rate: “For 2026, the maximum KCare monthly fee is $425. KCare fees are also payable during the June and December holidays.” Subsidy brings it down for Citizen children. “All Singapore Citizen children are eligible for a basic subsidy of $150 per month.” Above that, “The additional subsidy for KCare is tiered according to income levels.” MOE describes the additional KCare subsidy as tiered by income and publishes no tier amounts. The figures are reachable only through a calculator embedded in the page, which has no address of its own and was not operated.

Registration for the care happens at the same moment as registration for the place: “If your child is not yet enrolled in an MK, indicate your preference for KCare when registering for MK.” It cannot be bought on its own, so a family that is not offered a kindergarten place cannot buy the wrap-around care and arrange the rest. MOE has published no maximum KCare fee for the following year and states only that it may vary.

So does it work for two working parents? On hours, yes: a four-hour session plus a service running to 7pm on the same premises, school holidays included, covers a conventional working day. On everything else the answer is conditional — Citizens and Permanent Residents only, the two kindergarten years only, only for a family that clears an annual registration gate, and priced as a maximum whose subsidised value no published table lets a household compute.

The Early Years Centre route, and why this is decided at the infant stage

Everything above describes the open route, where a family applies and may be balloted. The second route is the one that changes what a parent should actually do. MOE partners selected operators to run Early Years Centres — “We have partnered with E-Bridge Pre-School (E-Bridge), NTUC My First Skool (MFS) and PCF Sparkletots Preschool (PCF)” — “to provide a continuum of quality and affordable preschool education for Singapore Citizens (SCs) and Permanent Residents (PRs) aged 2 months to 6 years”.

The guarantee attached to it is the single most decision-changing fact in this topic. “Eligible children in the EYCs are guaranteed a place at a partner MOE Kindergarten (MK).” The conditions are dates rather than judgement calls: “All SC and PR children enrolled in an EYC by 15 March of their Nursery 2 (N2) year will be offered a K1 place in a partner MK, if they register via the EYC registration form during the MK Registration Exercise.” Where one centre partners several kindergartens, preference is expressed rather than balloted: “If the EYC that the child is enrolled in is partnering more than one MK, parents must rank the partner MKs in order of preference when submitting the EYC application form. The child will be guaranteed a K1 place in one of the partner MKs.”

Now put that beside the ages these centres serve: “Under this partnership, your child will attend an Early Years Centre (EYC) operated by E-Bridge, MFS and PCF when they are 2 months to 4 years old.” Enrolment must be in place by 15 March of the Nursery 2 year, at roughly four, and the centres take children from two months. The consequence is blunt: the decision that most reliably secures an MOE Kindergarten place is not made in the registration window at age four, but when a family chooses an infant or toddler centre two or three years earlier — often while a parent is still on maternity leave and thinking about nothing of the kind.

ECDA's register corroborates how early that reaches, with one caveat about its own key. Its service-model column, whose codes ECDA publishes with no legend anywhere, marks 70 rows as this programme. 8 of those 70 carry no centre code at all — ECDA writes the key column itself as its placeholder — so they join to nothing and are set aside rather than counted. Of the 62 that do join, 61 hold Class A (Infant Care), ECDA's infant band: almost every one of them takes babies. The mapping from those codes to MOE's named programme is read off the shared name rather than any ECDA definition, so this is corroboration and not a count of Early Years Centres.

Where the MOE Kindergartens are

A locator, not a league table. It exists because the ballot tie-break is banded at 500m and 1km, which makes location the one attribute in the exercise with consequences, and because ECDA's register publishes nothing else that differs between one entry and the next. The order is by derived postal district and then by centre code, and carries no judgement.

57 register entries fall across 15 of Singapore's 28 postal districts, so ECDA's register places none in the remaining 13. The five districts carrying the most are district 19 (Hougang, Punggol, Serangoon) with 15, district 18 (Tampines, Pasir Ris) with 7, district 23 (Bukit Panjang, Choa Chu Kang) with 7, district 27 (Yishun, Sembawang) with 7 and district 22 (Jurong, Boon Lay) with 4. Read that as a map of where new housing went, not of where the good ones are; nothing here supports the second reading.

All 57 register entries, in derived postal district order and then by ECDA centre code. The order carries no judgement: nothing on this page ranks, scores or recommends one MOE Kindergarten over another, and ECDA’s register publishes nothing that could. Read from ECDA’s snapshot of 22 September 2026.

ECDA's record carries a website for 27 of the 57 register entries and none for the other 30; where one is present it is generally the host primary school's site. 1 entry carries no address at all, appearing only in the services file, and is listed above with that absence stated rather than dropped. For anything the register does not carry — whether a place exists this year, whether a partner Early Years Centre is attached — MOE's own instruction to parents between cycles is to contact the kindergarten directly.

What MOE does not publish, and why it is conspicuous

A parent who has been through Primary 1 registration arrives here expecting data, and reasonably so. For Primary 1, MOE publishes a per-school, per-phase data product covering 179 schools: available vacancies, applicant numbers, whether balloting was conducted, the distance band that was balloted, and the number of places and applicants in the ballot itself. It is searchable by school name and by proximity, and filterable by phase and by outcome. The live page states that “The number of available vacancies and applicants will be updated during each registration phase”.

No equivalent of the Primary 1 data product exists for MOE Kindergartens. The priority-admission page explains the balloting mechanics and publishes no data and no link to data; the how-to-register page tells parents to contact their preferred kindergarten directly to ask about places; the registration section contains no data or statistics page; MOE's press release on the 2026 exercise carries dates, eligibility and an open-house annex and no applicant, oversubscription or outcome figure; and a 2024 parliamentary reply on kindergarten education carries national preschool enrolment and affordability figures and no MOE Kindergarten applicant or ballot number. On the open-data side the result is the same: A data.gov.sg search for "balloting" on 22 September 2026 returned no results at all. A data.gov.sg search for "kindergarten" returned seven datasets. The only MOE one is Enrolment – MOE Kindergartens, a two-column series running from January 2014 to January 2026. It is a national annual total and carries no per-kindergarten figure.

So the honest answer to the question every parent asks — which MOE Kindergartens are oversubscribed — is that it cannot be sourced. No per-kindergarten applicant count, oversubscription figure or ballot outcome was located in any MOE or data.gov.sg publication. Nothing found is not the same as nothing existing, and MOE may hold the data unpublished; but a page cannot report what no source states, and this one does not estimate it from vacancy bands or from how full a neighbourhood looks. The other questions families ask that no MOE source answers, stated as absent rather than guessed:

  • The opening and closing dates of the next MOE Kindergarten registration exercise. Not published. A press release of 16 January 2024 says registration for 2028 K1 admission will take place in February 2027 and marks that month tentative; the exercise actually held in 2026 ran in March. No date is projected from either.
  • The date by which an offered place must be accepted. Not stated. MOE says only that acceptance must be submitted by the specified deadline.
  • Per-kindergarten applicant counts, oversubscription figures or ballot outcomes. None found. MOE publishes exactly this for Primary 1 and no counterpart for MOE Kindergartens. Absence of a finding is not proof of absence.
  • How a ballot resolves between two children in the same distance band and priority order. Not stated.
  • Whether MOE's monthly figure includes GST. Not stated anywhere by MOE. The GST reading on the page comes from ECDA's own remarks column and arithmetic on it, attributed to ECDA.
  • The tier amounts of the additional KCare subsidy. Not published as figures. Reachable only through a calculator embedded in the KCare page, which has no address of its own and was not operated.
  • KiFAS amounts and income bands. Not published on MOE's site. The only pointer leaves MOE for ECDA.
  • Which specific MOE Kindergartens have partner Early Years Centres. MOE publishes a listing as a PDF at go.gov.sg. Its address is established and its contents were not read here, so no partial list is offered.

How this page was built, and what it counts

The basis of inclusion, in one sentence. An entry appears here if ECDA's Listing of Centres records its operator as an MOE Kindergarten, or — because ECDA's Listing of Centre Services publishes no operator column at all — if that services file carries it under a centre name beginning “MOE KINDERGARTEN @”. Applied to ECDA's snapshot of 22 September 2026, that gives 57 register entries: 56 in the Listing of Centres and 1 priced only in the Listing of Centre Services. The two limbs agree on every entry present in both files, which is what makes the name limb safe to use on the one entry where no operator column exists.

How the register was read. The two datasets were joined on centre_code and nothing else, never on a name, and fees are carried as a list of rows rather than a lookup table because the key the services file appears to use is not unique across the register — across these entries no collision was found, which is a finding about these entries rather than an assumption about the register. Every figure carries its own date and none is averaged: the oldest record here is 17 November 2023 and the newest 18 September 2026, with 18 entries resting on a record over twelve months old.

What was left out, and what the register agrees on. ECDA publishes a vacancy signal per kindergarten as ordinal bands across seven forward months; it is not here, because it moves week to week, is not a count of places, and printed beside a set of otherwise identical rows would hand a reader an ordering the data cannot bear. ECDA's quality accreditation field is excluded by standing rule, and third-party review scores and “best of” compilations were not read and contribute exactly nothing. Across the 56 entries with a Listing of Centres row, 7 fields carry one value apiece: second languages offered (“Chinese|Malay|Tamil”), weekday hours (“07:00-19:00”), extended operating hours (“No”), provision of transport (“No”), government subsidy (“Yes”), GST registration (“Yes”) and SPARK certification (“No”). Saturday hours and scheme type are unrecorded on every entry, which says nothing either way. Exactly one field carries a genuine difference: ECDA records dietary provision as “Others” on 55 entries and as “Halal Food With No Beef (with Certification from MUIS)” on one, MOE KINDERGARTEN @ JUNYUAN. The majority value is a category label rather than a description of what is served, so nothing here reads it as the absence of any particular provision elsewhere; a family with a dietary requirement should ask the kindergarten.

Questions

Frequently asked

Which is the best MOE Kindergarten?
This page does not name one and the evidence would not support naming one. Of the 10 register fields that could tell these kindergartens apart, 7 carry the identical value on every entry and 2 are blank on all of them; the fee is the same on 226 of 228 Citizen rows. What differs is the address, the record date and one kindergarten's dietary provision. An ordering built on that would be a presentation choice dressed as a finding.
How many MOE Kindergartens are there?
Three government sources give three answers and none reconciles the others: SchoolFinder listed 60 when read on 22 September 2026, ECDA's two datasets give the 57 register entries here, and MOE's press release for the most recent exercise counted 57 taking part. Some of the difference is explained — SchoolFinder includes kindergartens due to open in 2027, 2028 and 2029, which cannot be in a register of licensed premises — and the rest is not. The figures are kept apart rather than averaged or chosen between.
Is the published monthly fee the whole cost?
No, and the gap is large for a family needing a full day. The monthly figure covers a four-hour session; full-day coverage requires the separate KCare service, published as a maximum of $425 a month rather than a rate, taking the gross monthly maximum for a Singapore Citizen child to $585 before any subsidy. Both remain payable through the June and December holidays, and uniform is bought separately at per-item prices with no quantity stated. MOE’s fees page lists no registration or application charge. That is an absence in what MOE publishes, not a statement that nothing is charged.
Why do MOE and ECDA publish different fees for the same programme?
Because they publish it on two bases and only one of them says so. ECDA publishes $146.79 for a Singapore Citizen child and MOE publishes $160; $146.79 × 1.09 = $160. ECDA's remarks column carries the wording “Note that fees are $160 WITH GST”, but on only 23 of the 57 register entries. MOE’s own pages do not state whether its monthly figure includes GST. The GST reading here comes from ECDA’s register and arithmetic on it, and is not attributed to MOE. Before comparing any two preschool fees in Singapore, check the citizenship, licence class, service type, level, whether GST is inside the number and whether subsidy has already come off.
Do I have to live near the kindergarten I want?
It is not a requirement and it is the thing most likely to decide the outcome. Distance does not enter until a ballot is triggered; once it is, MOE draws within 500m first, then between 500m and 1km, then 1km or more, and the first priority order carries its own 1km condition alongside its income test. It is measured boundary-to-building-outline via the Singapore Land Authority's service — not, despite the common belief, as a straight line. There is no minimum period you must have lived at the address; the 30-month rule people remember belongs to Primary 1.

Update history
  • UpdateFirst edition. Built from MOE's own published pages, read on 22 September 2026 and recorded with each page's last-updated date in research/moe-kindergartens/process-evidence.json, and from ECDA's Listing of Centres and Listing of Centre Services, fetched from data.gov.sg on 22 September 2026 and retained as a dated snapshot. 57 register entries were selected by one stated rule — operator recorded as an MOE Kindergarten in the Listing of Centres, or a kindergarten name in the Listing of Centre Services, which has no operator column — giving 56 from the listing and 1 priced only in the services file. Published as a guide rather than a comparison or a ranking: 7 of 10 comparable register fields carry one value across every entry and 2 more are blank throughout, and 226 of 228 Citizen fee rows carry the same figure, so no defensible ordering exists and none is attempted. Three official counts conflict — MOE SchoolFinder, ECDA's register and MOE's own exercise count — and are preserved unreconciled, as is the contradiction between ECDA's recorded weekday hours and MOE's published four-hour session. Every fee carries its citizenship, licence class, service type, level, GST state, gross-or-net state and its own last-updated date; no date is averaged. ECDA's vacancy bands and its quality accreditation field are excluded by rule. No kindergarten was visited, none is ordered or scored, and third-party reviews and compilations contributed nothing.
