AI disclosure. AI tools were used to help draft this guide. Research and drafting were AI-assisted. Every licence class, level, day length, fee, language, hour and date was derived at run time from ECDA’s own published register, fetched from data.gov.sg on 22 September 2026 and retained as a dated snapshot, and the named editor is accountable for accuracy regardless. How we use AI.
AI image by LocalRankThe monthly fee at a Singapore preschool is often not set by the preschool. ECDA caps what an Anchor Operator centre may charge for a Singapore Citizen child at $610 a month for full-day childcare, excluding GST, and what a Partner Operator centre may charge at $650. In the register those caps are not a guideline: of the 598 Anchor centres that run that programme at all, 597 publish exactly $610 for it, and only 2 distinct figures appear across every one of them. For a very large part of the market, price is not a variable, and comparing on it is theatre.
Where price genuinely is a variable is outside the two schemes. Among the 618 centres in neither scheme that run the same programme, the same fee for the same citizenship takes 200 distinct published values. That is where this page spends its attention, and it is also where the fewest operators publish anything at all: 4 of 16 large operators examined publish no fee anywhere on their own site and route a parent to an enquiry or a tour instead.
This is a comparison, not a ranking. There is no first place, no best overall, nobody named as the least expensive. The reason is in the evidence above: for most of the frame the fee is a regulation, so ordering by it would order on whether an operator quoted the cap inclusive or exclusive of GST — $610 plus 9% is $664.90, which is the figure three Anchor operators publish on their own sites. Outside the cap, ordering by price would assert that cheaper is better or that dearer is better, and this evidence supports neither.
This page sets 21 centre entries side by side on what ECDA's register published on 22 September 2026, and stops there. LocalRank has not visited any of them and makes no statement about how good, how warm or how well run any of them is. Every fact below is something a named source published, attributed to the source that published it.
The fee is a regulation for most of this market
ECDA runs two schemes that cap what a centre may charge a Singapore Citizen child. ECDA publishes the Anchor Operator condition as: “Keep to a monthly fee cap of $610, $1,235 and $150 (excluding GST) for full-day child care, full-day infant care and kindergarten respectively, and ensure any fee increases are kept affordable for parents.” And the Partner Operator condition as: “Keep to a monthly fee cap of $650 and $1,290 (excluding GST) for full-day child care and infant care programme respectively for Singapore Citizen (SC) children and ensure any fee increases are kept affordable for parents.”
- Anchor Operator Scheme caps, as ECDA publishes them, excluding GST: full day childcare $610; full day infant care $1,235; kindergarten $150. Source: ECDA | Anchor Operator Scheme (AOP), https://www.ecda.gov.sg/parents/choosing-a-preschool/aop, read 22 September 2026.
- Partner Operator Scheme caps, as ECDA publishes them, excluding GST: full day childcare $650; half day childcare $490; full day infant care $1,290; half day infant care $950. Source: ECDA | Partner Operator Scheme (POP), https://www.ecda.gov.sg/parents/choosing-a-preschool/pop, read 22 September 2026.
- The caps apply to Singapore Citizen children only. ECDA does not cap what a centre charges a Permanent Resident or a foreign child, and that is where the fee variance in this market is concentrated.
Checked against the centres themselves, on Class B (Child Care), Full Day, Nursery (4 yrs old) for a Singapore Citizen child, the register shows:
- Centres in the Anchor Operator Scheme: 628 eligible, of which 598 run this programme. 2 distinct published figures between them, the commonest $610 at 597.
- Centres in the Partner Operator Scheme: 374 eligible, of which 373 run this programme. 5 distinct published figures between them, the commonest $650 at 370.
- Centres in neither scheme: 724 eligible, of which 618 run this programme. 200 distinct published figures between them, the commonest $2,470 at 35.
GST is the reason two identical fees can look unlike each other. Across the 16 large operators examined first-party, 4 substantive positions on GST were observed — stated inclusive of GST, 4 operators; stated exclusive of GST, 4 operators; publishing both columns, 1 operator; stated GST-exempt, 1 operator — with 2 more ambiguous or silent on it. The research records the finding as: “Of 12 operators publishing a fee, 10 say something about GST and they say four different things. Two identical-looking numbers can differ by 9% before any other variable is considered.” ECDA's own register does not resolve it either. It records whether a centre is GST-registered — 1235 of the 1726 eligible centres are and 491 are not — and says nothing whatsoever about whether the fee column includes it. That is why every figure on this page carries its GST state as part of the figure rather than as a footnote.
How LocalRank chose these centres
The candidate pool is ECDA's own register, not a search result set: nothing here entered candidacy by being findable. Two datasets were fetched from data.gov.sg on 22 September 2026 and retained as a dated snapshot — Listing of Centres (1,870 rows, one row per licensed premises (centre), https://data.gov.sg/datasets/d_696c994c50745b079b3684f0e90ffc53/view) and Listing of Centre Services (86,256 rows, one row per centre x class of licence x type of service x level offered x type of citizenship, https://data.gov.sg/datasets/d_44cfe12f2858ae503a093dfc075a28be/view) — then joined on centre code, never on centre name, into 1,805 canonical centres.
That matters more than it sounds. 319 of the 1726 eligible centres publish no website in ECDA's record and 687 are registered under a legal-entity name rather than the name on the door; a list built from web searches would have missed most of them. Web presence, search ranking and first-party fee publication have no bearing whatsoever on eligibility — and to make that a fact rather than a promise, the page is built twice on every run, once with every website field emptied, and the run fails if the two selections differ by a single centre.
What was set aside, and why
- 57 MOE Kindergartens — half-day, K1 and K2 only, entry by a once-yearly national ballot open to Citizens and PRs — not substitutable with full-day childcare, and put beside it a price comparison becomes actively misleading.
- 9 workplace centres — whether they admit the public is unresolved, and publishing a centre a reader may not be allowed to apply to is a false affordance.
- 13 records that could not be published — each was missing at least one field without which a comparison entry cannot honestly be built. 13 lacked centre address; 13 lacked last updated; 13 lacked postal code. These are centres ECDA's services file carries and its own sibling listing does not, so there is a fee but no street address at all — The register records no postal code for this entry. They are counted rather than named: a count is the honest disclosure, a list would read as a blacklist.
- International-school early years and enrichment centres — out by construction, not by filter: the Early Childhood Development Centres Act excludes both, so neither is in the register. The test is presence in the register, never whether a name sounds international. ECDA licenses MindChamps Performing Arts International PreSchool and The Little Skool-House International as ordinary domestic childcare, and EtonHouse and Chatsworth's licensed pre-schools stay in this frame for the same reason.
1,805 canonical centres minus those removals leaves 1,726 eligible to be published. The arithmetic is checked at build time and the run fails if it does not balance.
A centre appears only if its record carries all of this
- a centre code, the only trustworthy join key in this data;
- a street address and a six-digit postal code — the address is what tells two centres apart, because the register name frequently does not;
- a region band derived from that postal code. A failed derivation excludes the centre; it is never a licence to guess a neighbourhood;
- at least one ECDA licence class and one programme level, the authoritative statement of what the centre is;
- at least one complete fee record — the fee with the licence class, service type, level and citizenship it belongs to. A centre’s Citizen and foreigner fees can differ by a factor of two, so a number without its unit is not an incomplete fact but a false one;
- the date ECDA’s record was last updated;
- the dated snapshot it was drawn from —
research/preschools/ecda-snapshot-2026-09-22.json, taken 22 September 2026 under the data.gov.sg (ECDA), Singapore Open Data Licence.
How the neighbourhoods were derived
Neither register records a town, planning area or region. The district here is read from the postal code using SingPost’s published sector classification, which involves no judgement. The wider region is a LocalRank grouping of those districts: URA draws its five regions on planning areas rather than postal districts, so the two boundaries do not coincide and a centre near an edge may sit in a band its neighbours would name differently.
Versioned as singpost-sectors-2026-09, entirely offline, consulting nothing that could change between two runs. Five region bands were used rather than twenty-eight planning areas: at twenty-eight the brand cap below would have to be opened to fill the cells, re-admitting the operator-size bias it exists to suppress. The cost is worth stating — the band is coarse enough that no centre here is likely to be on your street.
How the entries were spread
Entries are allocated across the five bands in proportion to how many eligible centres are in each — not by population, income, search volume or where operators cluster their marketing — by largest-remainder rounding with a floor of one per non-empty band, then the same rule across Anchor, Partner and neither inside each band. Within a cell the centre with the most recently updated ECDA record goes first, centre code breaking ties. Preferring a fresher record is honest; preferring a more complete record would quietly favour the operators with staff to fill forms in.
- Central: 451 eligible centres in the frame, 6 seats allocated, 6 entries published.
- East: 242 eligible centres in the frame, 3 seats allocated, 3 entries published.
- North: 238 eligible centres in the frame, 3 seats allocated, 3 entries published.
- North-East: 392 eligible centres in the frame, 6 seats allocated, 5 entries published.
- West: 403 eligible centres in the frame, 6 seats allocated, 4 entries published.
Three coverage guarantees sit on top: every band must show at least one centre ECDA licenses for infant care, one with a half-day or flexi band, and one run by a small or single-site operator, where such a centre exists in that band and clears the gate. 0 entries were added for those, each drawn from the band it fills and never a neighbouring one.
Three ways of choosing were rejected outright. Fee level: the operators with high fees are disproportionately the ones with marketing budgets and visible websites, so selecting on price selects on marketing spend. Curriculum approach: the register has no curriculum column, and the labels operators use are defined operationally by nobody. Anything resembling quality — awards, certifications, reviews, testimonials, popularity, facility counts — all carry weight exactly zero, and the build fails if any reaches a field, a sort, a filter or a sentence.
The comparison
All 21 centre entries, on five fields ECDA publishes for each. Hours, transport, dietary provision, website, operator identity and the fee tuples other than the headline one are not in the grid — they are below, where a fact that needs a sentence gets one.

- What ECDA licences, and the levels it lists
- ECDA licences Class C; no Class A (infant care). Levels Playgroup (18 mths to 2 yrs old) to Kindergarten 2 (6 yrs old).
- Day lengths ECDA lists
- ECDA lists 1 band, of which Session 1 is half-day or flexi.
- Monthly fee ECDA publishes, on one stated tuple
- ECDA: Class C, Session 1, Kindergarten 1 — SC $1,842.59 (gross, pre-subsidy; GST-registered, direction unstated), as at 21 Sep 2026.
- Mother-tongue languages ECDA lists
- ECDA lists Others: English.
The fee column shows one stated tuple per centre, because a fee means nothing without one. Where a centre runs full-day childcare that tuple is Class B (Child Care), Full Day, Nursery (4 yrs old); where it does not, it is whichever the centre is licensed for, named in the cell, with the gross state, the GST state and its own date beside it.
Preschools by neighbourhood
This is the spine of the page, because proximity is the constraint a parent actually optimises: a preschool is a twice-a-day journey for four years. 21 centre entries appear here, grouped into the five derived region bands and ordered inside each band by centre code. The order carries no judgement of any kind.

What the register does, and does not, say about these centres
ECDA's record carries further fields for each of these centres. None is a comparison column here, because a column blank for most providers invites a reader to read absence of disclosure as absence of provision. What follows is how often the register says anything at all, across the 21 centre entries.
- Weekday hours — recorded for 21 of 21 — “07:00-19:00” at 19, “07:30-13:30” at 1, “07:30-16:30” at 1.
- Saturday hours — recorded for 3 of 21 — “07:00-14:00” at 3. For the other 18: ECDA’s record does not state Saturday hours for this centre.
- Dietary provision — recorded for 20 of 21 — 4 distinct values, the commonest “No Pork No Lard with No Beef (without Certification from MUIS but from Halal Sources)” at 12. For the other 1: ECDA’s record does not state a dietary provision for this centre.
- Transport — recorded for 21 of 21 — “No” at 18, “Yes” at 3.
- Website — recorded for 20 of 21 — “a website” at 20. For the other 1: This centre does not publish a website in ECDA’s record.
- Operator identity — recorded for 5 of 21 — “a named operator” at 5. For the other 16: ECDA’s record names no operator for this centre.
Centres ECDA licenses for infant care
Inclusion rule: ECDA's Listing of Centre Services carries a Class A (Infant Care) row for the centre. This is the hardest constraint any reader brings to this page — a parent with a four-month-old cannot act on anything that lacks it — and it is the one place here where an absence genuinely means an absence, because ECDA either licenses a centre for infant care or it does not. 887 of the 1726 eligible centres carry one; 10 of the 21 centre entries do. Their fees below are all on one tuple — Class A (Infant Care), Full Day, Infant (2 to 18 mths) — gross before any subsidy, each figure with its own date, and the GST state and address in the table above.

What a place costs, by citizenship, programme and day length
“Centres that publish a fee” is not a filter: ECDA's services file carries 86,256 fee rows with no nulls at all, so a section defined by having one would be the whole frame. What is worth comparing is the fee keyed on the unit it means — citizenship, licence class, service type and level together.
Every row above carries its fee on a stated tuple with all three citizenship categories ECDA prices, and the spread between them is the point: the cap applies only to the Citizen figure, and the two beside it are what the same centre charges for the same programme with nothing capping them. The widest gaps here:
- Nurturestars Preschool (Class B (Child Care), Full Day, Nursery (4 yrs old)) — Singapore Citizen: $650, as at 14 September 2026; neither a Citizen nor a PR, as ECDA labels it: $1,400, as at 14 September 2026. The same programme at the same centre, $750 apart.
- 7oaks Preschool - Sembawang (Class B (Child Care), Full Day, Nursery (4 yrs old)) — Singapore Citizen: $650, as at 10 September 2026; neither a Citizen nor a PR, as ECDA labels it: $1,274.70, as at 10 September 2026. The same programme at the same centre, $624.70 apart.
- 7oaks Preschool - Bedok Reservoir (Class B (Child Care), Full Day, Nursery (4 yrs old)) — Singapore Citizen: $650, as at 15 September 2026; neither a Citizen nor a PR, as ECDA labels it: $1,274.70, as at 15 September 2026. The same programme at the same centre, $624.70 apart.
- MY FIRST SKOOL (Class B (Child Care), Full Day, Nursery (4 yrs old)) — Singapore Citizen: $610, as at 16 September 2026; neither a Citizen nor a PR, as ECDA labels it: $1,188 (ECDA’s remarks: “New fees”), as at 16 September 2026. The same programme at the same centre, $578 apart.
- Skool4Kidz Preschool (Class B (Child Care), Full Day, Nursery (4 yrs old)) — Singapore Citizen: $610, as at 14 September 2026; neither a Citizen nor a PR, as ECDA labels it: $1,175, as at 14 September 2026. The same programme at the same centre, $565 apart.
What the operators themselves publish
Whether an operator publishes its own fee is a disclosure fact worth stating plainly, and it is not a selection criterion here. Of 16 large operators examined first-party, 12 publish a numeric fee somewhere on their own site and 4 publish none anywhere, routing a parent to an enquiry or a tour: The Schoolhouse (formerly Pat's Schoolhouse), Julia Gabriel Preschool (formerly Chiltern House), Mulberry Learning, Carpe Diem. Of 32 independent centres researched directly, two publish a monthly figure and fifteen do not publish a full street address.
This is exactly why the government register matters. It carries a gross monthly fee for every licensed centre, including every centre whose operator has never published one — and it is also why fee figures circulating on comparison sites are so often undated and unsourced. Every figure here carries its own date, and no two figures are ever averaged into one.
Centres with a half-day or flexi-care option
Inclusion rule: ECDA's register lists at least one of Half Day AM, Half Day PM, a Flexi Care band, an FEP session or a numbered Session for the centre. A “full-day programmes” section would be almost the whole frame and would tell a reader nothing — Full Day is near-universal and Class B child care is 74,340 of 86,256 service rows. The scarce half is what a parent with a half-day need is actually blocked on. 1481 of the 1726 eligible centres carry one; 15 of the 21 centre entries do.
- MY FIRST SKOOL — Central region. ECDA lists Flexi Care 1, Half Day AM, Half Day PM.
- LITTLE BIG PRE-SCHOOL PTE. LTD. — Central region. ECDA lists Half Day AM, Half Day PM.
- SUNFLOWER PRESCHOOL @ BALESTIER PTE. LTD. — Central region. ECDA lists Half Day AM, Half Day PM.
- New Life Preschool @ McNair — Central region. ECDA lists Half Day AM.
- Little Olive Tree (Thomson) — Central region. ECDA lists Half Day AM, Half Day PM.
- MLC (BEDOK RESERVOIR) PTE. LTD. — East region. ECDA lists Half Day AM, Half Day PM.
- PCF Sparkletots Preschool @ Bedok Reservoir-Punggol Blk 713 (DS) — East region. ECDA lists FEP AM, FEP PM.
- MAPLEBEAR LITTLE CAMPUS PTE LTD — North region. ECDA lists Half Day AM, Half Day PM.
- Skool4Kidz Preschool — North region. ECDA lists Half Day AM, Half Day PM.
- Nest Preschool Bishan Pte. Ltd. — North-East region. ECDA lists Half Day AM, Half Day PM.
- Yuquan Preschool @ MacRitchie — North-East region. ECDA lists Half Day AM, Half Day PM.
- Little Footprints Preschool Pte Ltd — North-East region. ECDA lists Half Day AM.
- MY WORLD PRESCHOOL LTD. — North-East region. ECDA lists Half Day AM, Half Day PM.
- Small Wonder Preschool Jurong East — West region. ECDA lists Flexi Care 1.
- Agora-Colearning Spaces Pte. Ltd. — West region. ECDA lists Session 1.
Half-day availability is read from ECDA’s own type_of_service values. Where an operator publishes a different arrangement on its own site, both are shown and the contradiction preserved — LocalRank does not pick between two sources that disagree when the evidence cannot decide between them.
Mother-tongue languages ECDA lists for each centre
There is no “bilingual programmes” section on this page, and there is a good reason. 1717 of the 1726 eligible centres list at least one second language, which is 99% of the frame — a filter that selects almost everything is not a filter. “Bilingual” is also the most-used and least-specified label in this market: of thirteen operators examined, seven use it and exactly one publishes any statement about how language time is structured, and that statement is a disclaimer that no fixed split is promised. Building a section on that word would give a marketing term the weight of a fact.
What the register does carry is which mother-tongue languages each centre lists, per centre. That is factual, ECDA-sourced, available for effectively the whole frame, and it discriminates — and, crucially, it varies between outlets of one brand.
Each centre's own listing is in the comparison table above, in the operator's own pipe-delimited wording. Across the 21 centre entries, ECDA lists Chinese at 18, Malay at 5, Others: English at 1, Tamil at 1. Nothing here says how well a language is taught, how much of the day it occupies or whether a child will come out speaking it. ECDA lists what a centre offers, and that is the whole of what is claimed.
Who runs the most centres, and what that does and does not tell you
This section counts operators, not centres. Its 35 operator entries are deliberately kept apart from the 21 centre entries above so the two figures can never be conflated. It is here because scheme membership is genuinely decision-relevant: knowing a brand is inside a scheme tells a parent that their Citizen fee is capped, which no other field in this data tells them.
The Anchor Operators, as ECDA names them
ECDA names 5 Anchor Operators on its own scheme page (https://www.ecda.gov.sg/parents/choosing-a-preschool/aop, showing a page date of 21 Apr 2026, read 22 September 2026). In the snapshot behind this page, 628 eligible centres carry the Anchor Operator Scheme flag.
- PCF SPARKLETOTS PRESCHOOL — run by PAP COMMUNITY FOUNDATION. ECDA names it an Anchor Operator, which means ECDA caps what this brand may charge for a Singapore Citizen child.
- MY FIRST SKOOL — run by NTUC FIRST CAMPUS. ECDA names it an Anchor Operator, which means ECDA caps what this brand may charge for a Singapore Citizen child.
- MY WORLD PRESCHOOL — run by METROPOLITAN YMCA. ECDA names it an Anchor Operator, which means ECDA caps what this brand may charge for a Singapore Citizen child.
- SKOOL4KIDZ — run by KINDERLAND EDUCARE SERVICES PRIVATE LIMITED. ECDA names it an Anchor Operator, which means ECDA caps what this brand may charge for a Singapore Citizen child.
- E-BRIDGE PRE-SCHOOL — run by ETONHOUSE INTERNATIONAL. ECDA names it an Anchor Operator, which means ECDA caps what this brand may charge for a Singapore Citizen child.
The Partner Operators, as ECDA lists them
ECDA publishes the current term as 1 Jan 2026 to 31 Dec 2030 (https://www.ecda.gov.sg/parents/choosing-a-preschool/pop, showing a page date of 14 Jul 2026, read 22 September 2026), and publishes the operator-by-operator centre counts as an annex. The counts below are ECDA's, in descending order of centres, which is an arithmetic ordering of a published figure and not a judgement of any kind.
- LITTLE FOOTPRINTS PRESCHOOL (BABILOU FAMILY SINGAPORE) — 47 centres.
- STAR LEARNERS — 43 centres.
- SUNFLOWER — 40 centres.
- SAFARI HOUSE + SMALL WONDER PRESCHOOL (EAGER BEAVER) + SMALL WONDER PRESCHOOL (JUST KDS) + SMALL WONDER PRESCHOOL (SPRING BRAINY KIDZ) — 37 centres, trading as Small Wonder Preschool.
- CD POP (CARPE DIEM) — 26 centres, trading as Carpe Diem.
- ALLIANCE FIRST — 14 centres.
- BUSY BEES @ WORK (BUSY BEES) — 14 centres, trading as Learning Vision.
- FORMATIVE YEARS (KINDERLAND GROUP) — 14 centres.
- THE LITTLE SKOOL-HOUSE INTERNATIONAL — 14 centres.
- GREENLAND CHILDCARE — 13 centres.
- ANGLICAN PRESCHOOL SERVICES — 12 centres, trading as Little Seeds Preschool.
- PRESBYTERIAN PRESCHOOL SERVICES (PPS) — 12 centres, trading as Little Olive Tree.
- And 18 more operators ECDA lists — 94 centres between them. The full annex is on ECDA's scheme page.
ECDA's annex totals 380 centres across 33 operators. The register snapshot behind this page carries 374 eligible centres flagged Partner Operator Scheme. Those two figures are counted on different bases at different times and they are not reconciled here — a difference recorded is more honest than a difference smoothed away.
Why MOE Kindergartens are not in this comparison
ECDA's listing includes 57 MOE Kindergartens, and they are excluded from this comparison and counted as excluded. They are not substitutable with full-day childcare: the register lists them as Class C (Kindergarten) only, running Session 1 and Session 2, at Kindergarten 1 (5 yrs old) and Kindergarten 2 (6 yrs old) only, priced for SC and SPR only. A parent who needs full-day care from age two cannot choose one at all, and entry is a once-yearly national ballot rather than an application.
There is also nothing to compare. Across all 57 of them, 9 of 10 comparable register fields take exactly one distinct value — licence class, type of service, levels offered, citizenship categories priced, weekday hours, Saturday hours, second languages, provision of transport, GST registration are identical at every single one — and 226 of 228 Singapore Citizen fee rows read exactly $146.79. A table of that would be one row printed 57 times. They belong on their own page, where the fact that actually decides whether one works for a working family — the wrap-around Kindergarten Care that covers the hours the session does not — can be given the room it needs.
Why there is no Montessori section
A section listing Montessori preschools was specified, considered and cut. The reasoning is worth publishing rather than hiding, because it is the same reasoning that governs every other curriculum label on this page.
- ECDA’s register carries no curriculum column at all. Not Montessori, not Reggio, not play-based, not bilingual. There is no authoritative field to build such a section from.
- The regulator’s own operational standard names no curriculum brand either. A term count over ECDA’s Code of Practice for Early Childhood Development Centres (https://www.ecda.gov.sg/docs/default-source/default-document-library/operator/ecda-cop.pdf), 194,296 characters of it, returns 0 occurrences of “Montessori” and 0 of “bilingual”. That is the observed silence of the regulatory framework, and it is recorded as an observation rather than as a legal conclusion about what the word means or who may use it.
- So the section could only be built from operator websites — which makes it a list of operators who publish and have a reachable site. That is precisely the visibility bias this whole method exists to remove, and re-admitting it for one section would undo it for the page. The register does carry a signal of sorts: 75 centres have “Montessori” in their licensed name and 84 carry it somewhere in the record. But a name is not a programme, and the research is explicit that those figures are a floor rather than a count.
- The label is not checkable. Of 8 centres sampled that describe their own programme as Montessori, 0 published a credential that could be verified against a public register, and 6 named an accreditation that could not be tested either way by the methods available. The research's own verdict on the evidence is: “Poor and inconsistent. Only self-description is reliably available. No two centres publish the same kind of evidence.”
- A partial list that reads as complete is worse than no list. A parent seeing eight names would reasonably conclude those were the Montessori preschools in Singapore. They would not be, they could not be shown to be, and there is no published denominator that would let anyone say how far short the list fell.
Cutting it is the honest outcome, not a failure to deliver one. The same rule governs every other approach label: an operator’s description of its own programme is recorded as that operator’s statement about itself, with a source and a date, and is never treated as evidence of quality, of outcome or of fit for any particular child.
What this evidence cannot tell you
This is the part worth reading even if the rest is skipped, because each of these limits changes how much weight a figure above can carry.
- The register has no status field. None of ECDA's columns records whether a licence is current, expired, suspended or surrendered. A centre that closes simply disappears from the next refresh with no notice. So this page can say a centre appeared in a named government file on 22 September 2026. It cannot say the centre is trading today. Dated snapshots are retained so that closures become visible from here onward, but that history cannot be backfilled — the snapshot behind this page is snapshot zero, and it is the only closure detector that will ever exist for any date before it.
- Some of this data is old. Across the 21 centre entries, ECDA's per-centre last-updated dates run from 1 June 2024 to 21 September 2026; across the whole file they run from 17 November 2023 to 21 September 2026, so some figures are close to three years old. Each figure is shown with its own date and the dates are never averaged, because an average of two dates describes neither record. 115 of the published entries carry a record more than twelve months old and each of those carries a visible note saying so.
- One brand, one name, 166 centres. Every outlet of the largest identically-named brand in this frame is registered as “MY FIRST SKOOL” with no branch identifier at all, and 687 of the eligible centres are registered under a legal-entity name rather than the name on the door. Nothing here is ever joined, grouped or looked up by name; the centre code is the only key, and the address is what a reader uses to tell two entries apart.
- The listing includes centres the Act excludes. MOE Kindergartens appear in ECDA’s published listing although the Early Childhood Development Centres Act excludes them. They are counted and set aside here rather than quietly deleted, because a source is recorded as it is and the scope decision is ours rather than the data’s.
- ECDA's two datasets disagree. The services file carries 14 centres the main listing does not, and the main listing carries none the services file lacks. The larger set is used and the difference is flagged; those centres have a fee but no address, so none of them could be published.
- There is no published denominator. No authoritative figure for the total number of preschools in Singapore was located, so nothing here is claimed to be complete or exhaustive. Every list on this page states its basis of inclusion — presence in a named ECDA snapshot on a named date — and nothing more.
- 140 eligible centres carry a service code with no published definition. ECDA’s data uses “DS” and “EYC-DS” and no legend for either was located anywhere. Nothing was guessed. Those centres appear here described by their licence class and the levels they run, with the undefined code left off entirely.
- Region bands are a derivation, not a government boundary. The postal sector to district step is SingPost’s own published classification and involves no judgement. The district to region step is LocalRank’s grouping, and a centre near a regional edge may sit in a band its neighbours would name differently.
Questions
Frequently asked
- Which is the best preschool in Singapore?
- This page does not name one, and the evidence would not support it. The register carries no capacity, no class size and no teacher-to-child ratio. Vacancy is published only as bands, seven months forward, never as a number. SPARK certification is a quality accreditation and is excluded by rule, and third-party review scores and “best of” lists carry weight exactly zero — a staleness check of twelve entries across those sources found seven stale, wrong, unverifiable or gone. An ordering built on what remains would be a presentation choice dressed as a finding.
- Why is no centre named as the cheapest?
- Because for most of this market the fee is not the centre's to set. ECDA caps the Singapore Citizen fee at Anchor and Partner Operator centres, and the register shows those caps being published almost without variation — 597 of the 598 Anchor centres running full-day childcare publish the identical figure for it. Ordering that segment by price would not be information: it would sort on whether an operator quoted the cap with GST added or without. Outside the schemes fees genuinely vary, but ordering by them would assert that cheaper is better or that dearer is better, and there is no evidence for either.
- Will I actually pay the fee shown here?
- Not necessarily. Every figure here is the gross monthly fee ECDA publishes, before any subsidy. ECDA publishes that subsidies are paid directly to the preschool and that parents pay net of subsidy, but the amount depends on household income, working status, citizenship, programme and service type, and is floored by a minimum co-payment that rises with income. No post-subsidy figure appears anywhere on this page, because there is no household it would describe. ECDA’s subsidy pages and LifeSG Preschool Search, with a Singpass login, are where an estimate for your own household comes from.
- Does this centre have a place for my child?
- This page cannot tell you, and does not try. ECDA’s register publishes vacancy only as ordinal bands across six levels and seven forward months, never as a count, and it moves week to week. LifeSG Preschool Search is the government’s live service for it. A licence to run infant care, which this page does publish, says what a centre may run — not whether it has room.
- Why are there only a couple of dozen centres here when there are nearly 1,800?
- Because a list of 1,800 would not help anyone, and a list chosen by hand would be a list chosen by taste. The entries here were allocated across five region bands in proportion to how many eligible centres are in each, then across Anchor, Partner and neither inside each band, with coverage guarantees for infant care, half-day options and small operators, and a hard cap of one centre per brand. 21 centre entries came out of that. It is a structured sample with a stated rule, not a shortlist and not a best-of — and for your own street, LifeSG Preschool Search covers all of them.
- Two preschools quote fees that look completely different. Which is right?
- Possibly both, for different units. The same centre’s Citizen and foreigner fees for one programme can differ by a factor of two. GST alone moves a figure by 9% — $610 and $664.90 are the same regulated cap quoted two ways — and 5 different GST treatments were observed across the operators examined. Some operators publish a gross fee and at least one publishes an after-subsidy column beside it. Before comparing two numbers, check the citizenship, the licence class, the service type, the level, whether GST is in it and whether subsidy has already been taken off.
- Is this a complete list of preschools in Singapore?
- No, and no list on this page claims to be. There is no authoritative published figure for the total, so completeness could not be demonstrated even if it were attempted. What can be stated is the basis of inclusion: presence in a named ECDA snapshot taken on a named date, surviving a stated evidence test, drawn by a stated allocation rule. Everything set aside is counted and the reason given.
- Why does the page show a region rather than my neighbourhood?
- Because ECDA's register has no planning area, town, district or region column — only a street address and a postal code. The band shown is derived, by SingPost's published postal-sector classification for the district and a LocalRank grouping for the wider region, versioned as singpost-sectors-2026-09. Five bands were used rather than twenty-eight planning areas because twenty-eight would force the brand cap open and re-admit the operator-size bias the method exists to suppress. The honest cost is that the band is coarse.

- Operators' own websites, quoted as their own statements about themselves, with the URL and the date read. Where an operator says something about itself it is attributed to that operator; where ECDA publishes something it is attributed to ECDA. Neither becomes a LocalRank conclusion.
- UpdateFirst edition. Built from ECDA's Listing of Centres and Listing of Centre Services, fetched from data.gov.sg on 22 September 2026 and retained as a dated snapshot, joined on centre code into 1,805 canonical centres. 57 MOE Kindergartens and 9 workplace centres were set aside by scope, and 13 records failed the evidence gate, leaving 1,726 eligible centres. 21 centre entries were drawn by proportional largest-remainder allocation across five derived region bands and three fee-scheme cells, with coverage guarantees for infant care, half-day options and small operators, and a cap of one centre per resolved brand. Published as a comparison rather than a ranking: for Singapore Citizen children at Anchor and Partner Operator centres the published fee is ECDA's regulatory cap, so ordering on it would order on GST presentation. Every fee carries its citizenship, licence class, service type, level, GST state, gross-or-net state and its own last-updated date; no date is averaged; where ECDA publishes two fees on one identical key both are shown with their remarks. MOE Kindergartens are excluded and counted; a Montessori section was specified, considered and cut because the register carries no curriculum field and building it from operator websites would re-admit the visibility bias the method exists to remove. No centre was visited and no quality, safety, staffing or suitability claim is made.
