Infant Care in Singapore, Compared
Infant care costs roughly 1.9 times what nursery costs, and for most families the figure ECDA publishes is a regulatory cap rather than a price. 12 centre entries set against the cap, the subsidy table and the deposit — with the waiting-list question answered honestly, which is that no such figure is published.

AI disclosure. AI tools were used to help draft this guide. Research and drafting were AI-assisted. Every licence class, level, day length, fee, cap, subsidy band, deposit and date was derived at run time from ECDA’s published register and from ECDA, MSF and MOE’s own pages as recorded on 22 September 2026, and the named editor is accountable for accuracy regardless. How we use AI.
AI image by LocalRankA full-day infant place in Singapore costs roughly 1.9 times what a full-day nursery place costs. On ECDA's register the median monthly figure for a Singapore Citizen infant is $1,235 against $650 at nursery — Class A (Infant Care) and Class B (Child Care), Full Day, gross, pre-subsidy, across 910 and 1,641 rows in the snapshot taken 22 September 2026.
The second thing is stranger, and it is what makes this a comparison of a cost model rather than a shopping list: for most families that figure is not a price at all, but a ceiling. 645 of the 910 Citizen full-day infant rows — 70.9% — belong to a centre ECDA records in the Anchor or Partner Operator Scheme, where ECDA publishes a monthly cap and the operator undertakes to keep to it, and 628 rows sit on exactly one of the two cap figures. The real variation lives in the 253 rows at centres in neither scheme, median $2,150. All ECDA's own data, snapshot of 22 September 2026.
So this page compares 12 centre entries as worked examples of the three fee regimes a family chooses between, and spends most of its length on the money: the cap, the subsidy table behind it, the deposit, and what the evidence cannot answer at all. For a directory across every licence class there is the main preschool comparison, where 893 of these 903 centres also appear.
Who infant care is for, and the gate it puts in front of you
ECDA licenses a centre by class, and Class A is infant care. Every one of the 7,387 Class A rows in ECDA's Listing of Centre Services carries exactly one level — Infant (2 to 18 mths) — with no second value and no overlap. The next band up, Playgroup (18 mths to 2 yrs old), sits under Class B (Child Care).
That is the first thing making this a different search. 903 centres in the canonical register hold a Class A licence; the other 902 may not take a four-month-old at all, whatever else they offer and however close they are. A preschool shortlist drawn up before the child was born is, for the first sixteen months, mostly a list of centres that cannot help.
The boundary at the other end is softer. 893 of the 903 Class A centres — 98.9% — also hold Class B (Child Care), so the same premises can carry the child past eighteen months without a second move. 10 hold the infant licence and nothing else: standalone infant houses, where a place ends when the child turns eighteen months.
ECDA also publishes the day lengths each centre is licensed for. In the Class A slice those are Full Day (2,722 rows), Half Day AM (1,642 rows), Half Day PM (1,517 rows), Emergency Care (812 rows), Flexi Care 1 (575 rows), Flexi Care 3 (95 rows), Flexi Care 1 AM (12 rows), Flexi Care 1 PM (12 rows), in ECDA's own wording; 551 of the 903 centres list a half-day or flexi-care infant option and 258 list emergency care. The student-care, FEP and before- and after-school types found elsewhere in the file never appear against an infant licence.
Why the price is mostly a regulation, and what that means for comparing
ECDA runs two operator schemes, both carrying a published fee cap for Singapore Citizen children. The Anchor Operator Scheme's undertaking: “Keep to a monthly fee cap of $610, $1,235 and $150 (excluding GST) for full-day child care, full-day infant care and kindergarten respectively, and ensure any fee increases are kept affordable for parents.” The Partner Operator Scheme's: “Keep to a monthly fee cap of $650 and $1,290 (excluding GST) for full-day child care and infant care programme respectively for Singapore Citizen (SC) children and ensure any fee increases are kept affordable for parents.” Both from ECDA's scheme pages, read 22 September 2026.
- Anchor Operator Scheme, 487 rows across 487 centres. Median $1,235 — Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, GST direction unstated by ECDA; 487 rows, snapshot of 22 September 2026. Highest figure $1,235; 481 rows sit on exactly a cap.
- neither scheme, 253 rows across 250 centres. Median $2,150 — Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, GST direction unstated by ECDA; 253 rows, snapshot of 22 September 2026. Highest figure $3,642; 0 rows sit on exactly a cap.
- Partner Operator Scheme, 158 rows across 154 centres. Median $1,290 — Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, GST direction unstated by ECDA; 158 rows, snapshot of 22 September 2026. Highest figure $1,834.90; 135 rows sit on exactly a cap.
- 12 rows belong to centres in ECDA's fee dataset but not in the register carrying the scheme column — a referential gap between two ECDA files, not an absence of a scheme. Median $1,235 — Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, GST direction unstated by ECDA; 12 rows, snapshot of 22 September 2026.
Two different numbers are hiding in that list. 645 rows belong to a centre in a capped scheme, 70.9% of the Citizen full-day rows; only 628 carry a figure that is exactly $1,235 or $1,290. The gap is rounding artefacts, figures a little under the cap, and a few above it that ECDA's register does not explain. An earlier draft inherited the larger number attached to the stricter claim; recounting it against ECDA's register in the snapshot taken 22 September 2026 separated them.
The consequence is blunt: among capped centres, comparing published fees compares almost nothing. You would be sorting on whether an operator quoted the cap with GST added or without, which moves an identical regulated figure by 9% — $1,235 and $1,346.15 are the same cap written two ways. ECDA's cap wording says “excluding GST”, and ECDA's register carries a GST-registration flag per centre (1,300 of 1,791 rows marked Yes) without saying which direction the fee column runs. Across operators examined on their own websites on 22 September 2026, 5 distinct GST treatments were recorded: Of 12 operators publishing a fee, 10 say something about GST and they say four different things. Two identical-looking numbers can differ by 9% before any other variable is considered.
The subsidy arithmetic is a different arithmetic
The gross fee is not what a Singapore Citizen family pays. ECDA pays subsidy directly to the preschool and the family pays net of it — and the infant table is not the childcare table with a different heading. Basic subsidy for a full-day infant place with a working main applicant is $600 a month against $300 for full-day childcare; where the applicant is not working both fall to $150, widening the working/non-working gap from roughly two-fold at childcare to four-fold at infant care. Attributed to ECDA | Overview of the infant and childcare subsidy scheme, read 22 September 2026.
- Both terms are ECDA's and narrower than they look. Main applicant: The mother; or the single father where divorced, separated or widowed. Working: A 'working main applicant' works at least 56 hours per month, including full-time, part-time and freelance arrangements.
- Half-day rates differ too — $300 for infant care against $150 for childcare, working main applicant, on ECDA's table effective 1 January 2026.
- Subsidy is for Singapore Citizen children only; Permanent Resident and foreigner children are not eligible, which is why their fee columns here carry no offsetting figure.
On top of that sits a means-tested Additional Subsidy across eight household income bands, and this is where the two programmes diverge furthest: at the lowest band the maximum for full-day infant care is $710 against $467 for full-day childcare. The minimum co-payment differs too, which is why a lower gross fee does not produce a proportionally lower bill — the subsidy is adjusted down so the family always pays at least the floor for its band. Both tables are ECDA's, read 22 September 2026.

One column of that table is older than the other. ECDA states: “ECDA states there have been no changes to infant care subsidies since 1 Jan 2023.” The childcare table beside it was revised with effect from 1 January 2026. So a family reading about a subsidy increase in the news may be reading about a table that does not apply to them: the infant figures have stood since 1 January 2023 while the caps and the childcare table around them moved.
No net figure appears anywhere on this page. Subsidy depends on working status, income, citizenship, programme and service type and is floored by a co-payment rising with income, so there is no single household an "after subsidy" number would describe. ECDA's subsidy pages and LifeSG, with a Singpass login, are where an estimate for a specific household comes from.
Where the price is genuinely a price
Outside the two schemes the cap does not apply and operators set their own figure — 253 of the 910 Citizen full-day rows, and the only part of this market where comparing fees compares operator decisions rather than scheme membership. Median $2,150 — Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, GST direction unstated by ECDA; 253 rows, snapshot of 22 September 2026.
Across the whole Class A slice the Citizen full-day figures run from $1,144.50 to $3,642, with the tenth percentile at $1,235 — identical to the median, which is what a cap wall looks like in a percentile table — and the ninetieth at $2,300. All ECDA's published figures on Class A (Infant Care), Full Day, Infant (2 to 18 mths), Singapore Citizen, gross, pre-subsidy, snapshot of 22 September 2026.
Citizenship moves the number more than any operator decision does. On the same tuple the median for a Permanent Resident child is $1,710 across 905 rows and for a child ECDA labels "Others" $2,091.80 across 907 rows, because the caps bind for Citizens only. Two centres quoting apparently different fees may be quoting one regulated ceiling for different children — the commonest way an infant fee comparison goes wrong. Both are ECDA's published medians, snapshot of 22 September 2026.
The deposit is a month, and it is published separately
ECDA itemises infant deposits in a separate dataset, and separately from childcare deposits. Across 522 centres carrying a Class A deposit row for a Singapore Citizen child the median is $1,235, from $120 to $2,600; the Class B childcare median across 1,014 centres is $702.71. The infant figure is exactly one month at the Anchor Operator cap of $1,235 — an arithmetic coincidence in what ECDA publishes, not a rule about how operators set deposits. Counted from ECDA's incidental charge dataset on 22 September 2026.
ECDA publishes a registration fee too, median $100 across 1,189 rows counted on 22 September 2026. Two warnings attach. First: 603 of 903 infant centres (66.8%) carry any Class A deposit row; 724 of 903 (80.2%) appear anywhere in the incidental file. Absence is not zero. Absence of a deposit row is not evidence of no deposit. Second: The Incidental Charge dataset returns exactly 10,000 rows against a declared file size implying more. Possible source truncation; coverage is 1,360 of 1,791 centres. These are the best published evidence available, not a census.
The comparison
12 centre entries follow, drawn to make the three fee regimes concrete: allocated in proportion to how many eligible centres sit in each, with coverage guarantees and a cap on how often one brand may appear. They are examples of a structure, not a shortlist — none chosen for being good or excluded for being bad, because ECDA's register holds nothing that would support either judgement.

How the neighbourhoods were derived
Neither register records a town, planning area or region. The district here is read from the postal code using SingPost’s published sector classification, which involves no judgement. The wider region is a LocalRank grouping of those districts: URA draws its five regions on planning areas rather than postal districts, so the two boundaries do not coincide and a centre near an edge may sit in a band its neighbours would name differently.
The derivation is versioned singpost-sectors-2026-09, so the same postal code yields the same district and band on any future run. A centre whose code will not resolve is excluded rather than placed by guesswork: no centre failed that step in this run. Singapore has no five-digit codes, so a five-digit value is always a defect — but it may be a lost leading zero or a truncated last digit, and the two repairs overwrite different digits, so an unresolvable code is left unrepaired and the centre left out.
The infant decision that is really an MOE Kindergarten decision
One consequence of choosing an infant centre reaches four years ahead, and is invisible in the fee tables above. MOE operates a small number of Early Years Centres in partnership with MOE Kindergartens, and states: “Eligible children in the EYCs are guaranteed a place at a partner MOE Kindergarten (MK).” And: “EYCs serve children '2 months to 4 years old' and children progress to the partner MK for K1 and K2 in the year they turn 5.” Attributed to MOE at https://www.moe.gov.sg/preschool/moe-kindergarten/mk-eyc, read 22 September 2026.
In ECDA's register 62 centres carry a service model of EYC or EYC-DS, and 61 of those hold a Class A infant licence. So for families taking that route the decision that secures an MOE Kindergarten place is made at the infant stage, years before the admission window opens — not at the ballot. That is the strongest reason to treat infant care and MOE Kindergarten as one decision rather than two.
Two cautions. ECDA's register carries 70 EYC or EYC-DS rows, 8 of them without a centre code and held out of the canonical register, which is why the centre count above is smaller. And the codes are undocumented: data.gov.sg publishes the codes CC / KN / DS / EYC / EYC-DS without a legend on the dataset page. The EYC mapping is inferred from MOE's page naming the same programme, not from an ECDA legend. The mapping here comes from MOE naming the same programme, not from an ECDA legend.
How MOE Kindergarten admission itself works — the registration window, MOE's priority orders, the distance bands and the full cost stack including KCare — is a process rather than a comparison, and is set out in the MOE Kindergarten guide rather than repeated here.
What this evidence cannot tell you, stated plainly
Three questions parents ask most often have no published answer in Singapore.
There is no waiting list, published or derivable
MSF answered a parliamentary question on this on 05 February 2024, stating: “In 2023, there were around 14,600 centre-based infant care places.” “Of these, about 10,500, or 72% were taken up.” “From the point of registration of interest, waiting time typically ranges from a few weeks to a few months as it is influenced by various factors.” “ECDA is working closely with Anchor Operators to build more than 1,500 new infant care places in 2024.” It gives no waitlist count, national or per centre. It describes waitlisting as a per-preschool registration-of-interest process.
That is the whole of the public record: no national queue length, no average wait by centre, no per-centre figure anywhere. Waiting is registering interest with one preschool, which either confirms a place or does not. The reply is dated February 2024 and speaks to 2023. No 2025 or 2026 equivalent was located in this pass. Not established. A 2025/2026 update was searched for on msf.gov.sg, ecda.gov.sg, moe.gov.sg, gov.sg and parliament.gov.sg and not found. Absence of a newer reply is not evidence that the figures are unchanged. An ordering by length of wait would have to be invented, and this page does not attempt it.
What ECDA does publish is a forward vacancy field: 7 months ahead, per level, as the ordinal values Available, Limited and Full. It is not a waitlist and not a queue position — and not the categorically different capacity situation infant care is assumed to have. In this snapshot 166 of 891 centres publishing an infant value are marked Full in all 7 months — 18.6% — against 305 of 1,717 at nursery, or 17.8%. Close enough to be the same number. No vacancy value is attached to any named centre here, because the field moves week to week; LifeSG's Preschool Search is the government's live service for it.
There is no capacity field at all
ECDA’s register publishes no capacity, class size or place count for any centre. The only national figure is MSF's, in the same February 2024 reply quoted above, and two and a half years old at the date of this snapshot. It cannot be broken down by centre, operator or region, and nothing in ECDA's 68 columns substitutes for it. So "how many babies does this centre take" is not a question any published dataset can answer.
A closed centre disappears silently
Neither ECDA dataset carries a status, expiry or closure column — confirmed against the downloaded headers for both files on 22 September 2026. A centre that closes stops appearing at the next refresh, with nothing marking that it ever did. Closures are detectable only by diffing retained snapshots, and research/preschools/ecda-snapshot-2026-09-22.json is snapshot zero: nothing before 22 September 2026 can be reconstructed. It is the only closure detector that exists, and it detects nothing before the day it was taken.
So nothing here asserts that a centre is currently open, licensed or trading. The claim is narrower and checkable: on 22 September 2026 ECDA's published register contained these records with these values.
Freshness, per row, never averaged
ECDA stamps each service row with its own last_updated, and the rows are not the same age: 58 of the 910 Citizen full-day infant rows carry a date twelve months old or more. No average, earliest or latest of those dates appears here, because collapsing them would produce a date no row carries. Every figure for a named centre carries the date ECDA stamped on that row; distribution figures carry the snapshot date instead.
How these centres were chosen
The inclusion rule is one sentence and one government field: a centre qualifies if it holds an ECDA Class A (Infant Care) licence in ECDA's Listing of Centre Services. Everything after it is repeatable arithmetic.
- The frame is the canonical register of 1,805 centres, joined from ECDA's two datasets on
centre_codeand nothing else — whole brands share one registered name, so a name join would merge unrelated premises silently. - Scope then set aside 902 centres holding no Class A (Infant Care) licence (SF1, the inclusion rule, and the gate a parent of a four-month-old meets first: a centre licensed only for childcare or kindergarten may not take the child at all); 0 MOE Kindergartens (SF2, half-day, K1 and K2 only, and none holds an infant licence in this snapshot — the count is carried so a future snapshot in which one does cannot pass unnoticed); 4 workplace centres (SF3, whether they admit the public is unresolved, and a centre a reader may not be allowed to apply to is a false affordance).
- The evidence gate removed 12 records (centre_address 12, last_updated 12, postal_code 12), leaving 887 eligible centres.
- Seats were allocated across the three fee regimes in proportion to those counts, by largest-remainder apportionment with a floor of one, so no regime with eligible centres can be absent: Anchor Operator Scheme 7, Partner Operator Scheme 2, neither scheme 3. Anchor Operator Scheme filled 5 of 7, because the brand cap is not relaxed to fill a seat.
- Within a regime the order is last-updated date descending, then centre code ascending — a freshness rule, which says nothing about any centre. Coverage guarantees then topped the set up so that each derived region band, an infant-only centre, a centre listing an option shorter than a full day, and a centre carrying the duplicate-tuple defect all appear. 2 top-ups were drawn, each from the regime it belongs to.
- A brand may appear at most twice across the published set and at most once in any section; the cap is asserted after the draw and throws rather than trimming. 12 centre entries came out of that, counted off the emitted set rather than fixed in advance. Selection version
infant-care-selection-2026-09-a; two runs on the same inputs produce the same ordered set, and blinding every website field leaves it unchanged.
A centre appears only if its record carries a centre code, a name, an address, a six-digit postal code that resolves to a district, at least one licence class and level, a published Singapore Citizen full-day infant fee with its own last-updated date, and a centre-level last-updated date. Nothing about quality enters anywhere: curriculum labels, awards, accreditations, testimonials, review scores and "best of" lists are not fields, sorts, filters, badges or phrases here, and carry weight exactly zero. ECDA's SPARK certification flag is a quality accreditation excluded by rule, neither read nor shown.
And there is no completeness claim here. 903 centres hold a Class A licence in this snapshot, but no published denominator exists for how many infant care centres Singapore has in total, and nothing inside a dataset signals whom it leaves out. The basis of inclusion is all that can be stated: presence in a named snapshot on a named date, surviving a stated evidence test, drawn by a stated rule, with everything set aside counted.
Questions
Frequently asked
- How much does infant care cost in Singapore?
- On ECDA's register the median monthly figure for a Singapore Citizen full-day infant place is $1,235, against $650 for full-day nursery — both gross, before subsidy, and neither stated by ECDA as including or excluding GST. The median hides the shape: at a centre in the Anchor or Partner Operator Scheme the published figure is ECDA's cap, $1,235 or $1,290 excluding GST, and roughly seven in ten Citizen full-day rows are at such a centre. Outside the schemes the median is $2,150.
- Which infant care centre has the shortest waiting list?
- No source answers that. MSF's parliamentary reply of 05 February 2024 publishes a national place count and a take-up percentage and describes waiting as registering interest with one preschool; it gives no waitlist count, and no newer equivalent was located. ECDA's 7-month forward vacancy field is ordinal, is not a queue, and changes week to week; LifeSG's Preschool Search is the live service for it. An ordering by waiting time would have to be invented, so this page does not carry one.
- Why is infant care so much more expensive than childcare?
- This page does not explain the difference: ECDA publishes fees, not the reasoning behind them, and an explanation invented here would be a claim rather than a finding. What the figures show is a policy framework treating the two as different products at every layer — the Anchor Operator cap is $1,235 for full-day infant care against $610 for full-day childcare, and basic subsidy $600 against $300, ECDA's figures read 22 September 2026.
- Do I need a separate centre for infant care, or can one centre take my child through?
- Usually one centre can. 893 of the 903 Class A centres — 98.9% — also hold Class B (Child Care), so the same premises is licensed to carry the child past eighteen months. 10 hold the infant licence and nothing else, and a place at one of those ends at eighteen months by licence. Whether a centre has room at that point is a vacancy question, which ECDA publishes only as a forward band and which this page does not answer for any named centre.
- What will I actually pay after subsidy?
- Not a number this page can give you. Infant care subsidy depends on the main applicant's working status, on income across eight bands, on the service type, and on a minimum co-payment that rises with income and floors the out-of-pocket amount. Every figure here is ECDA's gross pre-subsidy fee, and no effective monthly fee is computed for any household anywhere on the page. ECDA's subsidy pages and LifeSG, with a Singpass login, produce an estimate for a specific family.

- UpdateFirst edition. Built from ECDA's Listing of Centres and Listing of Centre Services, fetched from data.gov.sg on 22 September 2026 and retained as a dated snapshot, joined on centre code into 1,805 canonical centres. 902 centres holding no Class A (Infant Care) licence; 0 MOE Kindergartens; 4 workplace centres were set aside by scope, and 12 records failed the evidence gate, leaving 887 eligible centres. 12 centre entries were drawn by proportional largest-remainder allocation across the three ECDA fee regimes, with coverage guarantees for each derived region band, for an infant-only centre, for a centre listing an option shorter than a full day, and for a centre carrying the duplicate-tuple defect, under a cap of two per resolved brand and one per section. Published as a comparison rather than a ranking, and built on the cost-and-eligibility model rather than as a licence-filtered directory: 98.9% of Class A centres also hold Class B, so a filtered directory would restate the master preschool page. Every fee carries its citizenship, licence class, service type, level, GST state, gross-or-net state and its own last-updated date; no date is averaged, and where ECDA publishes more than one fee on one identical key every value is shown with its remarks. The waitlist axis was tested and dropped: MSF publishes no waitlist figure, and ECDA's seven-month forward vacancy field puts infant care within a point of nursery. No centre was visited and no quality, safety, staffing or suitability claim is made.
