AI image by LocalRankA quantity surveyor is the cost and contracts specialist on a building project: estimating budgets, preparing tender documents and bills of quantities, valuing progress claims and variations, and settling the final account. Homeowners, developers and contractors in Singapore usually look for one when a build, rebuild or large renovation needs independent cost advice. The seven firms below publish their quantity surveying services on their own websites and have a contact route for enquiries. Each write-up attributes claims to the firm's site, so check scope, registrations and memberships directly. This is a different discipline from land surveying and from architecture, which have their own LocalRank guides.
1. LCH Quantity Surveying Pte Ltd
LCH says it was founded in 1986 by Mr Lee Choong Hiong, became a private limited company in 2016 and marked forty years in 2026. Its capabilities page frames the work as support from feasibility study to final accounts: cost planning and estimating, tender preparation and award, construction cost management, contract administration, and final account and close-out. The firm presents itself as an independent quantity surveying practice and lists SISV member firm, ISO 9001 and ISO 14001 on that page as its own statements, which a client should confirm directly. It also says it has overseas offices in Korea and Malaysia. The Singapore office sits in Bukit Merah, and the site publishes a general enquiry email and phone number.

2. Northcroft Singapore
Northcroft's Singapore site traces the firm's history to a London practice founded in 1840 and presents the local team as part of a wider Northcroft network. Its services are grouped into consultancy, project management, and cost and contract management. Under quantity surveying it lists bills of quantities, cost planning, feasibility studies, interim valuations, tender analysis, final account settlements and embedded carbon analysis. It also describes expert services such as defects inspection, delay and disruption analysis and expert witness work. The site says it supports owners, contractors, sub-contractors, architects, engineers and law firms. The Singapore office is at Peninsula Plaza near City Hall, with a published phone number and general email for enquiries.

The quantity surveying page describes cost estimating, planning and management, tender management, contract advice, valuation of construction work, procurement management, and claims and dispute management. It states that its principal is a member of RICS and SISV, which is a claim to verify with those bodies. The page also lists selected project references across residential, industrial and institutional work. Project pages are grouped by residential, commercial, industrial, educational and civic work, plus overseas projects. YuHuang Estimating presents itself as a Singapore quantity surveying and cost consultancy for developers, contractors, architects and property owners. Other service lines on the site are P3 and PPP advisory, embodied carbon and sustainability, and facilities management consultancy. A Singapore experience page shows work that ranges from retail store roll-outs and a country club upgrade to a factory and office fit-outs. The contact page publishes an office phone number and names a regional managing director rather than a general enquiry inbox.

How to choose
- Match the firm's stated scope to your stage. Some sites describe feasibility and cost planning before design, others focus on tender documents, interim valuations and final accounts. Ask which stages the firm would cover on your project and who on the team would handle them day to day, in writing.
- Ask for membership and registration details rather than relying on a logo. Several firms here state SISV or RICS membership, ISO certification or a government panel listing as their own claims. Request the specifics, then confirm them with the issuing body before relying on them in an appointment.
- Look for a sector fit. A firm describing landed homes, industrial buildings or fit-outs may suit a small build better than one built around large commercial towers. Ask how it prices work of your size and whether the person you meet is the person who will actually prepare your documents.
- Clarify exactly what you will receive. Typical deliverables include a cost estimate, a bill of quantities, a tender analysis, monthly valuations and a final account statement. Ask for sample formats, who signs them off, and how variations and disputed claims are recorded so the paper trail is clear.
- Agree the fee basis and appointment terms before work begins. Firms rarely publish fees, so request a written scope and quotation, ask whether it is lump sum or percentage based, and check how extra services such as claims advice would be charged. Compare at least two quotations.
