AI image by LocalRankCustom e-learning is a different job from buying a learning platform. The people on this list build the courses themselves: scripting, instructional design, interactive modules, animation, training video, simulations and bite-sized microlearning, packaged so they can run on your own system. We compiled six Singapore providers from their own websites, which we describe in our own words and attribute to the companies throughout. Read each entry for its strongest format, whether that is game-led learning, video, animation or conventional courseware. Then use the buying notes at the end to brief two or three shortlisted teams on the same topic and compare their proposals before committing.
1. Visuer
Visuer is an e-learning and learning experience design company that lists a Singapore office at Marina Square alongside a second one in Kuala Lumpur. Its site groups the work into three strands: learning strategy and blueprint, visual and narrative design, and learning experience design, the last covering game-led learning, simulations, branching scenarios and AI-enhanced formats. Projects it showcases include a new-joiner onboarding journey, an AI-mentored sales simulation and an ESG-themed learning game. The company says it brings more than a decade of digital and creative practice, with a team of learning architects, artists, storytellers and developers. It also mentions translation and localisation. Best suited to teams wanting story-led or game-led courses rather than slide-driven modules.

2. Three Learning
Three Learning describes itself as an outcome-based e-learning company, and its site lists courseware development, micro-learning, game-based learning, gamification, learning videos, learning simulations and a mobile-first framework among its services. It says it works with authoring tools such as Articulate Storyline and Captivate, and it also mentions e-learning consultancy and its own learning application and learning management system for clients that want a platform as well as content. The homepage names a number of well-known corporate clients and states that it has served organisations in Singapore, Malaysia, Indonesia, Australia, the Philippines and the United Arab Emirates. The company is based in Primz Bizhub in Woodlands, which may suit organisations wanting a long-running local specialist rather than a general creative agency.

3. Cell-Media
Cell-Media presents itself as a digital learning company that builds custom-designed e-learning programmes on cloud-based technology. Its Singapore site lists HTML5 development, two-dimensional and three-dimensional animation, motion graphics, video production, audio scripting and interactive assessments, and it also offers a training record management product called MobiliseMe. The company says it has served sectors such as ports and airports, oil and gas, utilities, government and corporate clients, and it highlights a 2021 LearnX Platinum award for e-learning design and a 2023 Singapore SME 500 award. Offices are listed in Singapore, Perth and Brisbane, so it operates across Asia-Pacific rather than only locally. A reasonable shortlist candidate for safety-critical or operational training where scenario-based interactivity, animation and assessment tracking all matter.
4. Offing Media
Offing Media is a video production company whose site positions training video and e-learning content as a core service. It describes a staged process that runs from audience analysis and learning objectives through scripting, storyboarding, filming, screen recording or animation, and packaging for a learning management system in SCORM 1.2, SCORM 2004 or xAPI. Topics it lists include onboarding, compliance subjects such as anti-money laundering and workplace safety, product training and software walkthroughs. The company says it has produced more than 1,200 videos for over 450 organisations since 2015, and that much of that work is in regulated industries. The office is at UB Point in Ubi. A practical pick when your training is video-led rather than built from interactive slides.
5. Epitome Collective
Epitome Collective, operated by Epitome Productions Pte Ltd, is an explainer and animation studio that also lists e-learning among its offerings. Its site describes custom-illustrated animated explainers and groups its output into several content types, including corporate training modules, e-learning courses, customer onboarding videos and internal communications. It says its animated training work is designed around stated learning objectives and built to run inside learning management systems, covering topics such as onboarding, compliance, health and safety, and skills development. Its Singapore address is in the Kim Chuan area. Worth considering if you want short illustrated or animated microlearning pieces to drop into an existing course, instead of commissioning a full interactive build.
6. eLC
eLC, formerly eLearning Consultants, says it was incorporated in 1998 and started as an e-learning specialist before adding consultancy and training. Its homepage describes content development in line with instructional and information design principles, aiming for interactive, user-friendly products, alongside training in software and leadership and consultancy on e-learning, curriculum and knowledge management. The company states that it is the sole official partner for Articulate, ELB Learning and Claned in Singapore, which is relevant if you want your team trained on authoring tools, or want content built on the same software. It lists an address at UB.One in Ubi and a contact form. A fit for organisations that want a long-established local partner that can both build courses and teach in-house staff to maintain them.
How to choose
- Start with the format you actually need. Interactive slide-based modules, scenario simulations, game-led learning, animated explainers and live-action training video are different skills, and few providers excel at all of them. Ask each shortlisted team to show one finished example in the format you want, not a general showreel.
- Confirm the technical packaging before you sign. If your system expects SCORM 1.2, SCORM 2004 or xAPI, ask each developer to name the standard it will deliver and to test the module on your own platform. Ask who owns the source files so you can edit the course later.
- Check how the instructional design is done. Good providers start from your learning objectives and audience, then storyboard and script before any production begins. Ask how they work with your subject experts, how many review rounds the schedule allows, and who signs off on accuracy for compliance or safety topics.
- Plan for updates from the start. Regulations, products and processes change, so a course that cannot be edited cheaply becomes dead weight. Ask whether you receive editable source files, whether your staff can be trained on the authoring tool, and what the developer offers for revisions after launch.
- Brief two or three providers on the same short topic and compare written proposals side by side. Look at how clearly each explains scope, deliverables, review stages and ownership. Ask for named client references in your industry, and treat vague answers or unstated assumptions as a reason to keep looking.
