Chasing an overdue invoice or an unpaid personal loan in Singapore usually means turning to a specialist recovery firm. Since December 2023, every debt collection business here must hold a Singapore Police Force licence under the Debt Collection Act 2022, with individual collectors separately approved — worth asking about upfront. The agencies below range from long-running local specialists to Singapore offices of global trade-credit firms, covering commercial B2B recovery, consumer debts, cross-border cases and legal escalation through partner law firms. Treat this as a shortlist to research further, not a fixed ranking, and confirm licensing, fees and contact details directly with any firm first.

1. Pinnacle Credit Services

Pinnacle Credit Services, which trades as PCG, says it was reconstituted under its current name in September 2008 and has grown from an original team of around ten to more than 60 staff today. The firm positions itself as an outsourced receivables-management provider, working on what it describes as a 'no collection, no commission' basis for commercial clients. It states ISO 9001 and ISO 27001 certification and SME500 recognition, and its site carries the logo of the Credit Collection Association of Singapore, the industry body behind the sector's voluntary code of conduct. For cases that need legal escalation, PCG says it works with construction and building-law specialist Chan Neo LLP. Its office is off Sims Avenue, near Aljunied.

2. JMS Rogers

JMS Rogers says it has operated in Singapore since 2004, putting its debt-recovery experience at more than two decades. The agency handles both commercial and personal cases, describing dedicated investigative, legal and enforcement teams that it says adapt their approach to each case rather than using one fixed method. Its stated case mix spans business-to-business disputes between partners or suppliers, cross-border recoveries and more personal loan disagreements. JMS Rogers publishes its office details, phone number and email on its own site rather than requiring an enquiry first, and separately runs a public-awareness page warning the public about impersonators who wrongly use its name to intimidate people into paying money. Its office is in the Ubi industrial estate.

3. Singapore Debt Collection Service

Singapore Debt Collection Service, which trades as SDCS Group, describes itself as a pioneer in the local industry and says it now also operates in Malaysia and Cambodia. Its stated service range covers corporate and individual debt collection from small sums to large multi-million-dollar cases, letters of demand, and litigation support through what it says is an in-house legal team, alongside a dedicated cross-border collection arm for debts owed by parties in Malaysia. The company says it offers transparent pricing with no hidden fees, though it does not publish a specific commission rate on its site. Its office is at Vision Exchange near Jurong East MRT station, and it lists standard weekday office hours for enquiries.

4. Atradius Collections

Atradius Collections is the dedicated business-to-business debt recovery arm of Atradius, a large European trade credit insurer, and runs a Singapore service from an office at UOB Plaza on Raffles Place with its own local phone line and email address. It focuses on amicable collection of unpaid commercial invoices, describing an approach built around preserving the relationship between a business and its customer rather than burning it, backed by an online portal that lets a debtor pay in multiple currencies at any time. For amicable cases it says it works on a no-win, no-fee basis, charging a commission only on what it actually recovers, and can also take on accounts-receivable management for a client's wider unpaid-invoice book.

5. Coface

Coface is a long-established French trade credit insurer with a Singapore office at One Raffles Place, and offers business debt collection as a standalone service alongside its better-known credit insurance and business-information lines. The company says its Singapore work draws on a global network of roughly 200 local collection experts and 250 partner law firms spanning around 190 countries, which it positions as useful for a Singapore business chasing an overseas customer as much as a purely local one. Coface says it prioritises amicable, negotiated recovery before resorting to legal action, and prices the service on a contingency basis, charging a commission only on amounts it actually recovers rather than a flat upfront fee.

6. Singapore Commercial Credit Bureau

Singapore Commercial Credit Bureau began in 2005 as the SME Credit Bureau and was rebranded to its current name in 2010. It is now part of Credit Bureau Asia, a company listed on the Singapore Exchange, and its core business is supplying company credit reports, litigation and bankruptcy records, and payment-behaviour data that banks, moneylenders, telcos and other businesses use to assess a counterparty's credit risk before extending trade credit. Alongside that data business, SCCB lists debt collection as a separate service for businesses chasing their own overdue receivables, run from its office at OUE Downtown on Shenton Way. Confirm current collection terms directly, since they aren't detailed on its public pages.

7. FDR Services

Fast Debt Recovery Specialist, which trades as FDR Services, is registered in Singapore and operates from an office at Marina Bay Financial Centre. The firm says it is licensed by the Singapore Police Force to carry out debt collection and describes a structured process that starts with case assessment and moves through direct negotiation with the debtor, escalating further where a case doesn't settle amicably. It says it works with SMEs and larger companies across sectors including construction, logistics, events and supply chain, and prices its service on a no-recovery-no-fee basis, so a client owes nothing if the debt is never collected. Confirm current licensing and fee terms directly with the firm before engaging it.

8. DC Consultant Services

DC Consultant Services is a smaller Singapore debt recovery firm registered in 2023, operating from an office off Sunview Road in the Boon Lay area. It offers both corporate debt collection for unpaid invoices and personal debt collection for individual loans, and describes a process built around case research and skip tracing to locate a debtor, personal visits to hand-deliver a letter of demand, and negotiation by its own debt recovery officers. The firm says its team has a background in commercial practice, contract law and dispute resolution, and frames its approach around staying compliant with Singapore's regulatory framework rather than aggressive tactics. Being newer, it has a shorter public track record than some larger agencies, so ask for references.

9. Debt Collection Singapore

Debt Collection Singapore, operating from Shaw Centre on Scotts Road, says it has been in the industry for more than ten years and covers personal, corporate and international debt recovery. It describes a personalised approach intended to recover what's owed while keeping the relationship between a business and its customer workable, backed by what it calls an in-house legal team for cases that don't resolve through negotiation, plus an online system for tracking a case's progress. The firm publishes marketing claims about its recovery rate and commission rates on its own site; treat those as the company's own figures rather than independent verification, and ask it to explain how a specific case would be priced.

10. Rocket Debt Collection

Rocket Debt Collection operates from Wcega Tower in Bukit Batok and offers corporate and personal debt collection alongside a separate mediation service aimed at resolving a payment dispute without a full collection process. The firm publishes its own code of conduct for the field staff it brands internally as 'Ninjas,' which requires them to act fairly and lawfully and explicitly bars intimidation, threats or unlawful stalking, with client complaints handled at management level. It positions itself as a communicative option for a business that wants regular updates on a case rather than a black-box process. Confirm its current licensing status and fee structure directly with the firm before engaging it.

How to choose

  • Confirm the licence. Since December 2023, Singapore's Debt Collection Act 2022 has required every debt collection business to hold a Singapore Police Force licence, and each individual collector to hold separate police approval. Ask a prospective agency to confirm both before engaging it, and treat any firm that can't or won't as a red flag.
  • Match the debt type to the firm's specialism. Commercial B2B receivables, consumer loans between individuals, and cross-border cases each call for different skip-tracing, negotiation and legal groundwork, so ask whether an agency regularly handles debts like yours rather than assuming any generalist collector can do it equally well.
  • Ask how fees work before signing anything. Many agencies charge a commission only on money actually recovered, others charge a retainer or per-letter fee, and terms can vary with a debt's age and size. Get the fee structure, and what you owe if recovery fails, confirmed in writing rather than relying on a verbal quote.
  • Clarify what happens if amicable collection doesn't work. Ask whether the agency escalates in-house or hands the case to a partner law firm for a letter of demand, court claim, bankruptcy or winding-up application, and who bears those further legal costs if the case proceeds that far.
  • Deal only with the agency through its own official contact details, and get written confirmation of who you're speaking to before paying anything or handing over debtor information. Impersonation scams using real Singapore collection agencies' names have been reported, and a genuine firm won't mind you checking.
